Yeah it spawns in random gen, I have come across it plenty of times.I have tried 3 walkthroughs in random gen maps and my closest tier 4 map as we speak is on 1.5km distance and once i do it then the trader tends to not give that map again and the next closest is an insane 4.4 km away. You'll most likely find it in a Carls Corn& Graces Boars building, but it can also drop rarely while looting food locations or be purchased suuuper rarely from a trader i believe.
