Do not build an University. Highly Educated cims appear anyways due to immigration. Currently, my city is around 20% uneducated, 40% educated, 20% well educated, 20% highly educated. Any industry I place in my city is filled with workers and I don't have problems with overeducated workers. Not enough educated workers. If you use the education info tab, you can see which residences have highly educated citizens in them. Try placing some mass transit stops near their houses and the industries/offices that need them. Sometimes Cims don’t fill jobs because they’re too far away/take too long to travel to.
