Pick the school where you would be happiest and affordable. Just stay at UCI and get someone an opportunity to earn that better biology program at UCSD. Having visited UCSD, it’s a little disconnected from La Jolla, and La Jolla itself has a lot more retirees and non students. UCSB is a smaller campus, while UCSD is actually I believe the largest UC in terms of total enrollment. One of them only received UC Santa Cruz and is heading to an out of state public college where they did not get any financial aid. A fellow parent said that once upon a time, the UC system has a match/ranking system so the applicant will receive the highest ranked school. Capped majors are the most applied and popular majors at UCSD. Each department does have an enrollment target and so even Uncapped majors can still be competitive. Since the Capped majors probably have a higher yield than some of the Uncapped majors, spots do not open up as readily as with the Uncapped majors.
