It works very well in PvE as well and is the only way you could find a place in raids. Nobody would take a power reaper into their comp. However in fractals the meta build for condi soulbeast is shortbow/dagger torch, and the difference in dps between the two is very low, so you are totally fine. However you won't find the build as easily and more importantly the rotation.Scourge has a much easier barrier to entry, and can be helpful for mitigating mechanics with its toolset of barriers and epidemic in addition to shade placement. You can also play a hybrid build by running blood magic with a condi armor set if the group needs transfusion for fights like the boneskinner strike misison.
