Actually, the combo isn't broken, overcharge itself is broken. Overcharge should not keep the skill check on screen if you leave the gen, right now it does.

I prefer Call of Brine but paired with Overcharge. But if you're going to be using Jolt then PR would make more sense as a lot of the time Joly would nullfy the chance to use COB. Just because Call of Brine is better than Overcharge doesn't necessarily mean that Call of Brine needs to be adjusted down. Maybe it means Overcharge needs to be adjusted up.
