I’ve only played one game as Portugal and while I went Owls I did toy with the idea of Hermetic Order for the adjacency bonuses as I didn’t have many mountains/geothermal vents. I think two cities had a Reef that was usable as well (would have been 4 but they were blocked by Luxuries.)The secret societies have been one of the most popular game modes in the Civ Frontier Pass. Even the absurd production costs of the master plan's project are irrelevant when it comes to Germany's ability to just crank out ever-increasing amounts of production.
