The 301 has 15 lbs vs a 212 at 8 lbs. So while gearing will determine highest speed theoretically, you'll need enough torque to get you there. I would think, and I'm no expert, the total weight is also a factor. A normal yard kart size with a normal payload the 212 should work.

If your Predator 212 is only running with the choke turned on, then the problem is the Air-Fuel Mixture. To be specific, the engine is getting too much Air but not enough fuel for combustion. So when you turn on the choke, some of the air gets blocked and the engine runs smoothly. There is no way to 'correctly' bypass the governor with linkages. You MUST open up the motor and remove the inner governor. It is VERY easy to do.
