If memory serves correct, Stargazers has a T4 smelter that spawns there and I know that the Mounds certainly gets a T4 Smith. Sepemaru is certainly easier to deal with though, most inhabitants are not hostile until you provoke them, so you can go take a look before you decide whether or not to start beating on NPCs.
