I believe there’s some auras that prevent Frightened from reducing so that’s even more buildup. The rulebook does not put a cap on how high a frightened value can go. However, the most I can recall an ability pushing frightened is 4. I got Frightened 9 (and fleeing) in a recent fight against a Wendigo.The graveknight's visage is one of overwhelming menace.
