As jig pointed out it could also be a PSU issue, resulting in your graphics card not getting enough power. Don't worry about them too much, the citadel still uses tier 1 weapons (so it's weak as hell) and only their home system get's one. Otherwise they are just fanatic purifers who don't start until after everyone else.Take all of their planets in one war. Move all of their pops to one world, preferable their original homeworld. Encourage their population growth. Turn said planet into separate sector. If possible just one system, but if you have to you can give them few more. Just make sure they have only one planet. Pause the game.

The Prikkiki-Ti are also spawnable by an anomaly. IIRC, it has a chance to spawn on galaxy generation, and is found on a Shielded World in a pre-generated system. Basically, they're trapped in a shielded time loop, and you can either reinforce the shield (which is degrading), break it open (when I did it, they all died in nuclear fire) or leave ...Being able to merge federations will make the snowballing unstoppable, unless there is a way that federations can be sabotaged and members can be "persuaded" to leave existing federations. That is the point thought, strength in numbers. And to be fair, it isn't all the time opposing federations like each other.
