Get someone with a title that gets another psylink, call in the ceremony, then murder the bestower and take their 2 neuroformers. Then, chuck a bunch of money (and/or hats made out of the bestower and party) at the nearest Empire settlement until they stop being whiny, then call another ceremony. Rinse and repeat. #9.
