In RRECS it is a flat time (~30 seconds to organize a "large" parcel, ~15 seconds to organize a "small/med" parcel). There are efficient and inefficient ways to sort, and it depends on the numbers and the distribution.POVs are not. The current incarnation of the evaluation system is a catch-22. 1) Not making eval: why are you so slow, work faster! 2) Beating eval: the standards are too lax, need to tighten them up. This *should* be fixed by RRECS.
