Ruhr Valley’s primary strength is simple: it gives your city +20% production and adds a +1 to production for every quarry and mine in the city. This wonder is literally a game changer, especially if your city’s production is a main reason for your lag in victory score. You can't build the ruhr Valley there bc it is a luxury tile.
