There is approximately a 25% chance of a drake spawning, just keep using the "advance time" option until one spawns.

If you collected all other artifacts, after finishing this mission the achievement will pop, and you will be able to activate the ability to drop higher tier gems! You missed one with the Haedir. I had the same thing in Seregost, swore up and down but fast travel and do the purify thing again.
