Load up Skyrim, go into the game and open up the console and type in 'set fov x' with x being your chosen FOV. DE from what I remember is mostly a graphical upgrade over the base TPF with some content additions. Versus what you already have though in Licentia... that's harder to say. You would probably want to compare them on Load Order Library.
