I've been looking over the recent Pathfinder 2E expansion Guns and That said, it does still give you the +1 on the roll no matter what. So it basically adds a damage dice, up to 3 additional dice. So you have your 1d8 from a long sword, then however many from your sword's runes are added, and finally, if there is less than 3 dice from the runes, you add 1 more.
