Your keys.dat needs to be in the working directory, and if you drag an xci I don't know if the working directory is the xci's directory or 4nxci's directory, but I'm guessing the former. A nro is something like a single exe-file, while a xci is a whole harddrive (might contain several partitions, applications, datafiles...)
